Napier Prison operated on Bluff Hill from 1862 until 1993. The complex includes original Victorian cell blocks, a condemned wing, and exercise yards. After closure it served as a backpacker hostel before becoming a heritage and paranormal tourism attraction.
Visitors and staff report cell doors slamming without wind, footsteps in the condemned wing when empty, and a persistent sense of being followed through the older blocks. Some overnight guests during the hostel era described waking to find belongings rearranged. The prison now offers structured ghost tours.
